What is a Transit Development Plan?
The Washington State Department of Transportation (WSDOTWashington State Department of Transportation More) and the Federal Transit Administration (FTAFederal Transit Administration (formerly UMTA - Urban Mass Transit Administration) More) require Ben Franklin Transit to submit a six-year Transit Development Plan (TDP) annually. This is a six-year projection of operating and capital expenditures as well as goals, accomplishments, and organizational structure for our transit agency.

Ben Franklin Transit will hold two open houses and a public hearing on its updated Transit Development Plan.
The first virtual open house will take place on Tuesday, June 23, 2026, from 12 – 1 p.m. via Zoom.

A second open house will take place on Thursday, June 25, 2026, from 5:30 – 6:30 p.m. at Three Rivers Transit CenterA facility where transit vehicles converge, enabling passengers to transfer among routes and services. Transit centers are generally located off the street and provide passengers with a shaded or enclosed waiting area, seats, drinking fountains, and transit information. More, located at 7109 W. Transit Development Plan & Program of Projects
The TDP is a six-year transit plan required by the Washington State legislature and FTAFederal Transit Administration (formerly UMTA - Urban Mass Transit Administration) More. The TDP is prepared by the independent transit properties and submitted to the State DOT for approval and final submittal to the Federal Transit Administration. The TDP includes a summary document that shows the fleetA transit system’s vehicles. Fleet usually refers to highway or street vehicles. Also see Rolling Stock. Transit Development Plan Feedback
Every year, BFT identifies future transit improvements to the level of the Program of Projects, e.g., balancing budget against capital improvements. Members of the public are encouraged to review the Transit Development Plan and provide feedback on it at planning@bft.org. We are always interested in ways to improve it.
