Ben Franklin Transit opens public comment period for 2026 service initiatives
RICHLAND, WA. – Ben Franklin Transit (BFT) is releasing the agency’s 2026 Annual Service Plan and accompanying Title VI Service Equity Analysis for public comment on November 16, 2025.
The 2026 Annual Service Plan seeks to improve connectivity and meet rider demand within BFT’s service area. The Title VI Service Equity Analysis was conducted to confirm that any adverse impacts on minority or low-income individuals arising from these service changes are mitigated.
The 2026 Annual Service Plan includes the following changes:
- Additional Service to Address Overcrowding
- Columbia Basin Veterans Service
- Special Event Service
- Richland’s Downtown Loop
BFT is offering several opportunities for community input and encourages the public to participate and provide feedback on these new service initiatives planned for 2026.
During the 30-day public comment period ending January 15, 2026, the following opportunities are available for public input:

Transit centers are generally located off the street and provide passengers with a shaded or enclosed waiting area, seats, drinking fountains, and transit information.
